国务院总理李克强2月7日主持召开国务院常务会议，听取关于2013年全国人大代表建议和全国政协委员提案办理工作汇报，决定合并新型农村社会养老保险和城镇居民社会养老保险，建立全国统一的城乡居民基本养老保险制度。

China will reform its pension scheme by unifying the two separate systems for urban and rural residents to allow people better access to social benefits, according to an executive meeting of the State Council on Friday.
根据周五召开的国务院常务会议，中国将改革养老金体制，实行“城乡并轨”，让人民能更好地享受到社会福利。
养老金“城乡并轨”就是unifying the two separate pension systems for urban and rural residents，也可表达为integrate the basic old-age insurance systems for rural and urban residents。
此次并轨的养老保险制度是城镇居民社会养老保险与新型农村社会养老保险，并非关注度最高、被称为“最不公平”的机关事业人员与企业职工的“双轨”。不过这次并轨将facilitate population movement
