习近平：防控金融风险 深化金融改革

全国金融工作会议14日至15日在北京召开。中共中央总书记、国家主席、中央军委主席习近平出席会议并发表重要讲话。他强调，金融是国家重要的核心竞争力，金融安全是国家安全的重要组成部分，金融制度是经济社会发展中重要的基础性制度。

China must strengthen the leadership of the Communist Party of China over financial work, stick to the basic tone of seeking progress while maintaining stability, and respect the rules of financial development, said President Xi Jinping, at a two-day National Financial Work Conference that ended Saturday.

习近平主席在为期两天的全国金融工作会议上表示，必须加强党对金融工作的领导，坚持稳中求进工作总基调，遵循金融发展规律。

Three tasks are highlighted in the meeting, including making the financial sector better serve the real economy, containing financial risks and deepening financial reforms.

会议明确了金融领域的三项任务：更好地服务实体经济、防控金融风险，以及深化金融改革。

全国金融工作会议（National Financial Work Conference）自1997年第一次召开以来，每五年召开一次，每次会议对中国下一步一系列重大的金融改革政策和方向“定调”（set the tone for future financial reforms and direction），并推出金融改革及相应的机构改革等重大举措。

在本次全国金融工作会议上，习近平主席多次提到“系统性金融风险”，并表示防止发生系统性金融风险是金融工作的永恒主题。我们来看看习近平主席在会上是怎么说的。

为实体经济服务是金融的天职，是金融的宗旨，也是防范金融风险的根本举措。

Serving the real economy is the bounden duty and purpose of the financial sector and the fundamental way to guard against financial risks.

防止发生系统性金融风险是金融工作的永恒主题。

Guarding against systemic financial risks is the eternal theme of financial work.

要坚定深化金融改革，要加强金融监管协调、补齐监管短板。

China will resolutely deepen financial reforms including improving financial regulation coordination and shoring up weak links in supervision.

加强互联网金融监管，强化金融机构防范风险主体责任。

China will improve supervision on Internet finance and strengthen responsibility of financial institutions in preventing risks.

我国将设立国务院金融稳定发展委员会，强化人民银行宏观审慎管理和系统性风险防范职责。

China will set up a committee under the State Council to oversee financial stability and development and the central bank will play a stronger role in macro prudential management and guarding against systemic risks.

除此以外，习近平主席还在会上对金融工作提出了四个重要原则：

第一，回归本源（go back to the fundamental purpose），服从服务于经济社会发展。

第二，优化结构（optimize structure），完善金融市场、金融机构、金融产品体系。

第三，强化监管（strengthen supervision），提高防范化解金融风险能力。

第四，市场导向（be market-oriented），发挥市场在金融资源配置中的决定性作用。
