中国决心将粪便转为能源 抵制农业废物对环境的污染

China will pay farmers to turn animal poo into fertilizer and power, the Ministry of Agriculture said on Wednesday, as Beijing cracks down on agricultural pollution that has for years leaked into rivers and lakes, angering Chinese residents.

农业部8月30日表示，中国将补贴农民，鼓励他们将动物粪便转化为肥料和电力。农业废弃物流入河流和湖泊而引起的污染长期困扰居民，中国正在对该问题进行整治。

据新加坡《海峡时报》8月31日报道，根据8月1日公布的一项政府计划，中国将向农民提供补贴，建设畜禽粪污处理厂（animal waste processing facilities），生产化肥或安全处理粪便（make fertilizers or treat manure），并安装沼气发电装置（install biogas plants）。

该计划包括到2020年在拥有牲畜养殖场的200个主要县推进畜禽粪污资源化利用工作（setting up recycling programs by 2020 in 200 major counties that have livestock farms）。

报道称，农业部没有详细说明补贴的规模（gave no details about the size of the subsidies），但此举可能是朝着遏制化肥使用和减少水污染迈出的一大步（a big step towards curbing chemical fertilizer use and cutting water pollution）。

报道称，沼气技术（biogas technology）可以帮助节省电力成本，但对许多农民来说，这太贵了，除非有政府支持（too expensive for many farmers unless the government helps）。

清除畜禽粪污（getting rid of animal waste）是全世界畜牧生产者（livestock producers）面临的一个令人头疼的大问题（major headache），部分原因是畜禽粪污会产生强烈的气味并对大气造成破坏（partly because of the strong odor and damage caused to the atmosphere by the release of harmful gases）。同时含有畜禽粪污的径流也会渗入地下水，污染河流和湖泊（Run-off containing animal wastes can also seep into the water table and contaminate rivers and lakes）。

报道称，该计划是中国限制化肥和农药污染努力（effort to limit chemical fertilizers and pesticides）的一部分，这些化肥和农药污染了土壤和水。中国使用的化肥占全世界的三分之一。
