国务院办公厅印发通知 防控义务教育学生失学辍学

国务院办公厅日前印发《关于进一步加强控辍保学提高义务教育巩固水平的通知》(以下简称《通知》)，要求进一步防控义务教育学生失学辍学，确保实现到2020年全国九年义务教育巩固率达到95%的目标，切实保障适龄儿童少年依法接受义务教育。

The General Office of the State Council has issued a circular requiring efforts to control the dropout rate of students to ensure the implementation of compulsory education.

国务院办公厅发布通知，要求进一步控制学生失学辍学率，确保义务教育的实施。

The circular said such work is needed to ensure proper education for school-age children and make sure that by 2020, the percentage of students who drop out of school during the nine-year compulsory education period is reduced to less than 5 percent.

通知指出，要确保适龄儿童接受义务教育，确保实现到2020年，全国九年义务教育阶段失学辍学的学生比例低于5%。

“失学辍学率”即dropout rate，学生从学校辍学（退学）可以用drop out of school或者quit school来表示。如果有学生在学校期间犯了很严重的错误“被学校开除”则用be expelled from school表示。

《通知》针对学生辍学原因，明确了工作措施，要求加强分类指导，因地因人施策，做到“三避免”：

一是提高质量控辍，避免因学习困难或厌学而辍学。

The quality of rural education should be improved to make schools more attractive to students, so that they will not leave school because of difficulties or weariness in study

二是落实扶贫控辍，避免因贫失学辍学。

Poverty relief work should be enhanced to prevent students from dropping out of school for financial reasons.

三是强化保障控辍，避免因上学远上学难而辍学。

Educational investment, planning of school construction and development of boarding schools should be improved to solve the transportation problems of rural students.
