网络“身份管理”

十一届全国人大常委会第三十次会议24日在北京举行，大会听取了关于《加强网络信息保护的决定（草案）》的说明。草案在保护公民个人电子信息、治理垃圾电子信息、网络身份管理等方面做了规定。

The draft decision proposes the adoption of an identity management policy requiring Internet users to identify themselves to service providers, including Internet or telecommunications operators.

决定草案提出身份管理政策，要求用户向网络或电信运营商提供真实的身份信息。

Identity management就是“身份管理”，这里特指的“网络身份管理”为online identity management，可在后台进行（be conducted backstage）。决定草案规定，国家保护能够识别公民个人身份（determine the identity）和涉及公民个人隐私（personal privacy）的电子信息（digital information）。任何组织和个人不得参与窃取或出售个人电子信息（theft or trading of personal digital information）的活动。

个人电子信息被泄露后可能导致的情形有identity theft（身份窃取）、bank account theft（银行账户被盗），以及online fraud（网络诈骗）等。
