1月18日，国务院国资委印发《中央企业投资监督管理办法》（34号令）和《中央企业境外投资监督管理办法》（35号令）。国务院国资委表示，34号令和35号令明确出资人投资监管底线，也划定中央企业投资行为红线。
China will draw a "red line" that forbids its 102 major State-owned enterprises from investing overseas in real estate, iron ore, petroleum and nonferrous metal, the country's top State-owned assets regulator said on Wednesday.
国资委表示，我国将为102家大型要央企划定投资红线，禁止其在海外房地产、铁矿、石油以及有色金属领域投资。
The State-Owned Assets Supervision and Administration Commission released two documents to further clarify SOEs' investment direction, procedures, risk control and accountability in domestic and overseas markets.
国有资产监督和管理委员会发布两份文件，进一步明确央企在国内和海外市场的投资方向、程序、风险管控以及责任划分。
此次发布的34号和35号令明确，国资委监管的央企投资（SOE investment）是指中央企业在境内（境外）从事的固定资产投资（investment in fixed assets）与股权投资（equity investment）。
两个办法创新性地引入了央企投资项目负面清单制度（negative list system），按类别将投资项目划分为“禁止类”（sectors that are off-limits）和“特别监管类”（sectors with closer supervision），前者央企一律不得投资，列入“特别监管类”的需报国资委履行出资人审核把关程序。负面清单之外的项目，由企业自主决策、自担责任，国资委按职责加强监管。
