国务院印发《“十三五”国家战略性新兴产业发展规划》

国务院日前印发《“十三五”国家战略性新兴产业发展规划》，对“十三五”期间我国战略性新兴产业发展目标、重点任务、政策措施等作出全面部署安排。

The State Council, China's Cabinet, published a guideline on emerging sectors of strategic importance during the 13th Five-Year Plan period (2016-20) on Monday.

国务院日前印发《“十三五”国家战略性新兴产业发展规划》。

The government will provide policy support for managerial improvements, strengthen intellectual property rights and offer financial assistance to these industries.

政府将为这些新兴产业提供管理提升方面的政策支持，加强版权保护，并提供财政支持。

战略性新兴产业（emerging sectors of strategic importance）代表新一轮科技革命和产业变革的方向，是培育发展新动能、获取未来竞争新优势的关键领域。信息技术（information technology）、高端装备（high-end equipment）、新材料（new materials）、生物（biology）、新能源汽车（new energy vehicles）、新能源（new energy）、节能环保（energy-saving and environmental protection technology）、数字创意产业（digital and creative industries）被锁定为重要的战略性新兴产业。

Emerging经常用来形容“新兴的、新出现的”，比如emerging market（新兴市场）、emerging technology（新兴技术）、emerging economies（新兴经济体）。另外，burgeoning也常用来形容“萌芽的、新兴的”，而start-up则指新企业或工程“开办阶段的，启动时期的”，如start-up capital（启动资金）。

《规划》提出，到2020年，战略性新兴产业增加值占国内生产总值比重达到15%，形成新一代信息技术（information technology）、高端装备（high-end equipment）、生物产业（bio-industry）、绿色低碳产业（low-carbon and green industry）以及数字创意产业（digital and creative industries）等5个产值规模10万亿元级的新支柱，并在更广领域形成大批跨界融合的新增长点，平均每年带动新增就业100万人以上。
