第八季发生在第七季一年半至两年后，场景从白宫迁到纽约的联合国大厦。Cherry Jones饰演的Allison Taylor总统将会回归。
“我还不知道他们会怎么处理这个角色，”Jones说，“起初我听说只要我演几集，但现在说是要多演一些。”Cherry说新季会从国家危机上升到全球利害。“新季将更关注全球局势，而不只是国内状况。”她说。
《贫民窟的百万富翁》演员Anil Kapoor饰演一名与Taylor总统达成和平协议的外国总统，但有人谋划在他签署条约前将其暗杀。
“这让人想起第一季里拯救魅力总统David Palmer，”执行制片人Howard Gordon打趣说，他还计划在纽约实景拍摄7至10天，并在洛杉矶搭建联合国布景。“第八天是Jack所有或好或坏的所作所为的一个总结，他最终将在保卫和平时，保留个人情感。”
制片人们还不确定总统疏远的女儿和丈夫是否回归。“第一家庭成员还在等候调遣。”Jones说。可以确定回归的是Renee Walker。Annie Wersching说Renee的一段往事将被揭开，这也直接导致她卷入联合国危机。
Taylor总统下令重组CTU，但现在给CTU的预算更谨慎。“CTU新主管名叫Brain Hastings，非常机灵也有很强的控制欲。”Gordon描述这个仍在选角的新角色，“有点被控制欲所左右。”这让他跟Jack和Chloe发生冲突，Chloe发觉她可能因此丢掉工作。
“那很困扰我，”Mary Lynn Rajskub（Chloe）说，“她心中只有Bill Buchanan，致使她常常顶撞上司。”
另外，据说Jack和Renee在第八季开始时还没有交往。kim的女儿Teri会再次出现，FBI的眼镜女Janis则不会回归。
