解放军“火箭军”等三大机构成立

12月31日，陆军领导机构、火箭军、战略支援部队成立大会在八一大楼隆重举行。这是军改启动后首个向外公布的具体动作。

中国军队改革继续推进，建立了解放军火箭军和战略支援部队。

“火箭军即中国人民解放军火箭军，可以用the PLA Rocket Force 表示，是中国人民解放军新的军种，以原第二炮兵（the Second Artillery Force）为主、其他军种分属的战略核打击力量合并组建，于2015年12月31日正式成立。

习近平表示，中国人民解放军火箭军是我国战略威慑的核心力量（the core force of strategic deterrence），是我国大国地位的战略支撑（a strategic buttress to the country's position as a major power），是维护国家安全的重要基石（an important building block in upholding national security）。

建立中国人民解放军火箭军（the PLA Rocket Force）、中国人民解放军陆军领导机构（the PLA Army general command）、中国人民解放军战略支援部队（the PLA Strategic Support Force）是此次军队改革（military reform）的重要举措。

习近平强调，陆军是党最早建立和领导的武装力量（the PLA Army is the oldest force led and founded by the CPC），对维护国家主权、安全和发展利益具有不可替代的作用（play an irreplaceable role in defending national sovereignty, security and development interests）。陆军要按照机动作战、立体攻防的战略要求，加快实现区域防卫型向全域作战型转变（expedite its transformation from regional defense to universal fighting）。成立陆军领导机构，是深化国防和军队改革的一个重大举措，将有利于建设一支强大的现代化新型陆军（a powerful modern land force）。

中国人民解放军战略支援部队是中国 陆、海、空、火箭之后的第五大军种。战略支援部队是维护国家安全的新型作战力量（a new force in safeguarding national security），是我军新质作战能力的重要增长点（an important growth point），主要是将战略性、基础性、支撑性都很强的各类保障力量进行功能整合后组建而成的。

习近平指出，成立陆军领导机构、火箭军、战略支援部队，是党中央和中央军委着眼实现中国梦强军梦作出的重大决策（a major decision by the Communist Party of China (CPC) Central Committee and the Central Military Commission (CMC) to realize the Chinese dream of a strong military），是构建中国特色现代军事力量体系的战略举措（a strategic step to establish a modern military system with Chinese characteristics），必将成为我军现代化建设的一个重要里程碑（it will be a milestone in the modernization of the Chinese military），载入人民军队史册。
