中国和津巴布韦是“全天候朋友”

国家主席习近平12月1日在哈拉雷同津巴布韦总统穆加贝举行会谈。习近平指出，中国和津巴布韦是真正的全天候朋友，中津传统友谊源远流长，历久弥坚。

China and Zimbabwe, with their traditional friendship both having a long history and growing ever stronger now, are "real all-weather friends," said Xi, adding that they should not only be good friends on politics but also be good partners on development.

习近平指出，中国和津巴布韦是“真正的全天候朋友”，中津传统友谊源远流长，历久弥坚。他同时表示，中津两国不仅要做政治上的好朋友，还要做发展中的好伙伴。

“全天候朋友”（all-weather friends）这一经常被中国使用的概念，其实是一个外来词汇。1967年6月，时任赞比亚总统卡翁达首次访华，受到中国的高规格接待。归国后，卡翁达总统盛赞中国是赞比亚人民的“全天候朋友”。从此，中国开始在外交中频繁使用“全天候朋友”来形容和某国的亲密关系。“全天候”（all-weather）作为航空业专有词语，指的是“各种复杂气象条件”，如全天候飞行（all-weather flight）、全天候投资组合（all-weather portfolio）。那么，引申出的“全天候朋友”，自然就是形容友谊在“各种条件考验下”依然牢不可破。其它引申出来的词还包括全天候战略合作伙伴关系（all-weather strategic partnership of cooperation）。

两国元首高度评价中津传统友谊，共同规划未来两国关系发展，就深化务实合作（practical cooperation）达成重要共识。习近平指出，“中国永远不会忘记老朋友（China will never forget its old friends）。我此次访问津巴布韦，就是为了巩固中津传统友好，深化务实合作，推动两国关系迈上新台阶，更好造福两国人民（My visit is aimed at consolidating the China-Zimbabwe traditional friendship, deepening practical cooperation and lifting bilateral relations to a higher level, so as to bring more benefits to our two peoples）。”

津方高度赞赏中方始终对包括津巴布韦在内非洲国家真诚相待，感谢中方长期以来给予津方各方面宝贵帮助。津方希望在国家经济社会发展中借鉴中国经验，继续得到中方支持，在农业、工业、基础设施等领域加强同中方合作（learn from China's experience in socioeconomic development, receive more assistance from China and expand bilateral cooperation in such fields as agriculture, industry and infrastructure）。
