十八届五中全会公报五大关键词

中国共产党第十八届中央委员会第五次全体会议，于2015年10月26日至29日在北京举行。全会听取和讨论了习近平受中央政治局委托作的工作报告，审议通过了《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》。习近平就《建议(讨论稿)》向全会作了说明。

此次全会公报发出后，最引人关注的是“全面二孩政策。除了这一条之外，公报还提到了经济发展、改革创新，以及开放发展等关键议题。

中高速增长

经济保持中高速增长，在提高发展平衡性、包容性、可持续性的基础上，到2020年实现经济发展目标。

叫停独生子女政策

End of one-child policy

全面实施一对夫妇可生育两个孩子政策，积极开展应对人口老龄化行动。

China will allow all couples to have two children to balance population development and address the challenge of an ageing population.

反腐

Anti-corruption

全会审议并通过了中共中央纪律检查委员会关于令计划等人开除党籍的处分。

The meeting endorsed prior decisions to revoke the membership of 10 former officials, including Ling Jihua.

巩固反腐败斗争成果，健全改进作风长效机制，着力构建不敢腐、不能腐、不想腐的体制机制。

Continued efforts must be made to fight corruption and strictly govern the Party so that officials "don't want to be corrupt, don't dare to be corrupt, and couldn't be corrupt even if they did."
