“十三五”区域发展确定4+3布局

中共中央政治局10月12日召开会议，研究制定区域发展再升级、打造“4+3布局、推进城镇化发展等“十三五期间需规划的重大问题。

During the 13th Five-Year Plan period, the country will further propel the overall regional development strategy and form the strategic layout including four regions and three support belts, which is called the "4+3 layout".

“十三五期间，我国将进一步推进区域发展总体战略，并构建以“四大板块与“三大轴带相结合的“4+3布局。

20世纪末，我国相继提出西部大开发、东北振兴(revitalization of the northeast)、中部崛起(the rise of Central China)战略，与东部地区优先开发的战略(the strategy gives priority to development of the eastern)共同构筑了中国区域发展的总体战略。

“十二五(the 12th Five-Year Plan (2011-15))期间，区域协调发展机制基本形成、总体战略更加完善，在“四大板块战略(four-region strategy)的基础上，又提出了“一带一路(the Belt and Road)、京津冀协同发展(integrated development of Beijing, Tianjin municipalities and Hebei province)、长江经济带(the Yangtze River economic belt)“三个支撑带战略。“十三五期间，在现有区域发展总体格局的基础上，将继续深入实施区域发展总体战略，即“四大板块+“三个支撑带("Three-Support-Belt Strategy")的战略大布局。

武汉大学区域经济研究中心主任伍新木表示，“4+3布局符合我国国情的选择。“我国地域幅员辽阔(a vast country)，各个区域间差异性很大，同时各区域在人文背景、经济政治方面也有很大差异，因为这3个特征，所以我国在十三五期间确定这样一个“4+3的顶层制度构想，是符合我国国情，也符合中国的发展阶段，有利于促进我国区域经济均衡发展(balanced development of regional economy)，能够体现各自区域的优势和特色(advantages and features)。
