习近平出席联大“一般性辩论”并发言

Chinese President Xi Jinping announced Monday China is to join the UN capability readiness system, and set up a permanent peacekeeping force of 8000 troops. Xi made the remarks when addressing the annual high-level general debate of the 70th session of the United Nations General Assembly at the UN headquarters in New York.

9月28日，中国主席习近平宣布中国将加入联合国维和能力待命机制，并建设8000人规模的维和待命部队，习近平主席在纽约第70届联合国大会一般性辩论上的讲话中发表了上述言论。

联合国大会(United Nations General Assembly)是联合国主要的审议机构(main deliberative organ)，由联合国全体193个会员国共同组成。大会每年9月至12月举行一届常会(regular session)，常会通常分为两个阶段，前段为“一般性辩论(general debate)阶段，后段为大会审议列入议程的各项议题阶段。在一般性辩论中，联合国各会员国可就广泛的国际问题(international issues)发表各自看法。

一般性辩论通常不间断进行9天，但实际上，一般只需要7天的时间就足够让所有的发言者完成发言。联大建议一般性辩论期间所有发言者自愿把时间控制在15分钟以内。今年联大一般性辩论的主题是“联合国成立70年——一个新的行动承诺(the United Nations at 70 -- a new commitment to action)。

以下是习近平联大一般性辩论发言的要点：

—China will join the new UN Peacekeeping Capability Readiness System and has thus decided to take the lead in setting up a permanent peacekeeping police squad and build a peacekeeping standby force of 8,000 troops.

中国将加入新的联合国维和能力待命机制，决定为此率先组建常备成建制维和警队，并建设8000人规模的维和待命部队。

—China would provide $100 million in military assistance to the African Union in the next five years to support the establishment of an African standby force and to boost its capacity for crisis response.

中国决定在未来5年内，向非盟提供总额为1亿美元的无偿军事援助，以支持非洲常备军和危机应对快速反应部队建设。

—China will never seek hegemony, expansionism or a sphere of influence.

中国永不称霸、永不扩张、永不谋求势力范围。

—China welcomes other countries to board China's express train to realize common development.

中国欢迎各国搭乘中国发展“顺风车，一起来实现共同发展。

—Xi urged developed countries to realize their emission-cutting promise and help developing countries deal with climate change.

习近平敦促发达国家兑现减排承诺，并帮助发展中国家减缓和适应气候变化。

—Lessons have to be drawn from the World War II history so as to avoid repeat of past mistake.

—China announced a decision to establish a 10-year, 1 billion US dollar China-UN peace and development fund to support the UN's work.
