英国将向中国提供公共项目融资建议

George Osborne has despatched Treasury officials toBeijing to advise China on how to use the privatesector to build schools, hospitals and other publicprojects, including adopting the much-criticisedprivate finance initiative .

The Treasury has recently minimised the number of new PFI projects after finding in 2012 thatmany were “tarnished by waste, inflexibility and lack of transparency.

But China has turned to Britain for advice as it struggles to overhaul its government financesafter years of debt-fuelled infrastructure investment left many municipal and regional authoritieseffectively insolvent.

The Treasury is advising Beijing on public-private partnerships generally and insiders say the PFIis just one of a number of different financial tools it uses to finance infrastructure.
