中国取消药品“最高限价”

Chinese regulators will lift price ceilings on most medical drugs starting from June 1, with the intention of creating a more market-driven pricing system that will help keep medical costs in check, the National Development and Reform Commission announced on May 5.

中国国家发改委5日宣布，从6月1日起，中国监管局将取消大多数药品的最高限价，以创造一个更以市场为导向的价格机制，帮助控制药品价格。

“最高限价可以用price ceiling表示，也叫“价格天花板，ceiling本意是“天花板，亦可表示价格、工资等的最高限度、最高产量、最大限额等，如农业生产的最高产量(a farm production ceiling)、债务上限(debt ceiling)、职场中的玻璃天花板(glass ceiling)现象等。与最高限价相对应的是“最低限价(price floor/minimum price)。floor在这里表示“底价、最低价，如：a bidding floor(拍卖底价)，establish floors(规定底价)。

国家发改委表示，除麻醉药品和第一类精神药品(grade-one psychiatric medications)仍由政府控制外，对其他药品政府定价均予以取消，完善药品采购机制(drugs procurement system)。建立一个科学的定价机制(price system)，加强对药价的监管(strengthen supervision of medical costs and prices )，保证公平竞争(ensure fair competition)。此举或对中国医药市场(pharmaceutical market)产生重要影响。
