八一建军节到来之际，中共中央总书记、国家主席、中央军委主席习近平7月23日到位于吉林省的空军航空大学视察。习近平强调，要把人才强军战略转化为发展规划和务实举措。

President Xi Jinping inspected the Aviation University of the Air Force in the northeastern province of Jilin on July 23, in the run-up to China's Army Day. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, stressed the need to transform the strategy of "strengthening the military through talent cultivation" into development plans and practical measures.

7月23日，中共中央总书记、国家主席、中央军委主席习近平到空军航空大学视察。要全面实施人才强军战略，全面深化我军院校改革创新，推动院校建设加快转型升级。要在全军院校教育和人才培养体系中审视办学定位，加强院校建设顶层设计和长远谋划，形成职能清晰、有机衔接的办学育人格局。

要全面贯彻新时代军事教育方针，全面实施人才强军战略，全面深化军事院校改革创新，培养德才兼备的高素质、专业化新型军事人才。

The armed forces should fully implement the military education strategies of the new era and the strategy of using talent to strengthen the army, further deepen military school reforms and boost innovation, with the aim to train a new type of military personnel who are competent, professional and possess both integrity and ability.
