人民至上，就是要“把为民造福作为最重要的政绩”。党员、干部特别是领导干部要清醒认识到，自己手中的权力、所处的岗位，是党和人民赋予的，是为党和人民做事用的，只能用来为民谋利。要求真务实、真抓实干，把老百姓的安危冷暖时刻放在心上，以造福人民为最大政绩，想群众之所想，急群众之所急，让人民生活更加幸福美满。
