Property registration system is under a test run. All provincial level regions, 331 prefecture-level cities and 98 percent of counties have finished the unified property registration and integration of related organizations. The rest 2 percent counties are in Southwest China's Tibet autonomous region and are allowed to do such work according to their own condition.

Jiang said that he hopes the unified property registration will be further pushed forward in the grass-roots level and the information system will have a role to play in 2017.

Delegates from some provinces proposed to charge more fees for drivers in certain sections of road in busy traffic hours, as a way to divert traffic. As different areas have different conditions, measures to ease congestion need to vary too. We need to stay positive to find the proper solutions.

杨传堂说，城市拥堵是世界难题，中国将主要靠发展公共交通来缓解交通拥堵，因其污染较少，而且运输量大。有些省的代表委员提出交通高峰期在特定路段征收拥堵费，以此实现分流。他认为是否收取交通拥堵费，主体责任在城市，各地应根据当地实际情况制定政策。在寻找合适的解决方案的时候我们要持积极的态度。

The number of beds in nursing institutions and community day-care centers nationwide has reached 6.69 million, realizing the target set in the 12th Five-Year Plan (2011-2017). The average number of nursing beds for per 1,000 seniors is 30.2.

By the Internet Plus, the government will establish an integrated information platform for elderly care and build nursing homes without walls in certain areas through which the elderly can enjoy services including daily care and fee payment.

到去年年末全国总体养老床位，包括机构和社区日间照料中心，已经达到了669万张，实现了“十二五”规划预定目标，每1000名老年人拥有的床位数30.2张。

依托“互联网+”，政府将在一定地域建立养老服务综合地区信息平台，建设没有围墙的养老院，使老年人通过信息平台的对接，享有从生活照料到各种缴费等方面的社会服务。
