2017年末盘点：六大关键词透视反腐[1]

By the end of November, nearly 40 provincial or higher level officials had been snared this year in the ongoing anti-corruption campaign.

Discipline inspectors across China have punished 84,000 for Party discipline and administrative violations.

Between January and September, 27,235 corruption and bribery cases involving 35,633 officials have been investigated, 33,025 of whom are county or lower level officials.

截至11月底，已经有近40名省级以上高官在2017年的反腐斗争中落马，8.4万干部因违反党纪和行政条例而受到纪检处罚。从一月份到九月份共查处了2.7万腐败受贿案件，涉案官员3.56万名，其中3.3万名为基层干部。

Key words I: Caging the 'Big Tigers'

关键词一：抓住“大老虎”

Zhou Yongkang, a State-level official, and Xu Caihou and Su Rong, both vice-State officials, were brought down.

Former security chief Zhou was put under investigation for suspected "serious disciplinary violation" on July 29 this year, by the Central Committee of the Communist Party of China, in what could be China's biggest graft case in history.

Zhou, who was China's third most-powerful politician, served on China's Politburo Standing Committee – the highest decision-making body, until his retirement in Nov 2017.

The Political Bureau of the Communist Party of China Central Committee expelled Xu, the highest military official in the previous Chinese leadership, for corruption on June 30. He has been transferred to military prosecutors for further investigation on bribery charges.

Su has been removed from his post as vice chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, according to a decision made at a CPPCC meeting on June 25. He was removed from his post as deputy to the National People's Congress (NPC), the country's top legislature on Sept 25.

年度回顾：2017年落马的“大老虎”包括周永康、徐才厚、苏荣等。前公安部长周永康因涉嫌严重违纪接受调查。中央军委原副主席徐才厚涉嫌受贿犯罪被移送审查。全国政协副主席苏荣涉嫌严重违纪违法被免职。

Key words II: Disciplinary inspections tightened

关键词二：巡视升级

The Central Commission for Discipline Inspection (CCDI) of the Communist Party of China (CPC) will carry out three rounds of inspections this year, an increase on the two last year.

By end of November, two rounds have been carried out with inspectors sent to 20 provincial regions, municipalities and six enterprises. This doubled the number of destinations inspected last year.

年度回顾：2017年中纪委的巡视上演了“升级版”，从去年的两轮增加到今年三轮。目前，前两轮已完成20个省区市和6家单位的巡视，比2013年翻了一番。

Key words III: Corruption-hit regions and entities appear

关键词三：围剿“塌方式腐败”

North China's Shanxi province has been riddled by corruption with seven provincial-level and ministerial-level crooked officials nabbed.

Five senior officials, including two former directors, two former deputy directors and one inspector responsible for prices in the pharmaceutical industry from the pricing department at the National Development and Reform Commission, were suspended this year.

年度回顾：2017年，仅山西一省落马省部级干部就达7人，其中4人曾是省委常委，岗位涉及党委、政府、人大、政协和太原市党委书记；发改委价格司窝案，包括两任司长、副司长、副巡视员等5人被查，在任领导几乎全军覆没。

Key words IV: Chasing the fox

关键词四：海外追逃

Some 398 corrupt officials and suspects in economic crimes who fled the county have been captured in Fox Hunt2017, an operation to hunt down the fugitives.

Asia-Pacific Economic Cooperation (APEC) member economies signed the Beijing Declaration on Fighting Corruption, pledging to eliminate corruption through extradition and judicial assistance, and adopt more flexible measures to recover the proceeds of corruption within the law of the APEC economies.

年度回顾：“猎狐2017”海外追赃追逃行动已抓获398名涉嫌经济犯罪而外逃的贪腐官员。

在2017年亚太经贸合作组织会议上签署通过了《北京反腐败宣言》，承诺通过引渡和司法援助等手段消除腐败，并在本经济体法律允许范围内，通过更加灵活的手段追回腐败所得。

Key words V: 'Naked officials' being uncovered

关键词五：清理裸官

The campaign against corruption is throwing new light on officials who send their wives and children abroad, where they can possibly set up channels for the transfer of illicit income and establish a base should they be forced to flee China.

Guangdong has identified 2,190 naked officials and reassigned 866 who refused to bring their wives and children back to China.

Guangdong corruption prevention regulation dictated that naked officials shall not take on important positions and will never be a candidate for leadership.

年度回顾：家人移居海外，干部在国内任职。这种“裸官”模式为转移非法所得和建立外逃据点打下了基础。2017年，“裸官”成为被重点整治和清理的对象。

广东在清理工作中发现“裸官”2190名，866名拒绝接回家人的“裸官”被调岗。

关键词六：查处“小官巨腐”

Grassroot officials were found to be corruptly taking advantage of land appropriation, house demolition and resettlement, and project approvals to embezzle government funds.

Ma Chaoqun, a former general manager of the State-owned water company in Beidaihe district in Hebei province, was reported to have stashed 120 million yuan ($19.5 million) in cash and 37 kilograms of gold. He also had 68 real estate deeds at his house.

Zhang Xinhua misappropriated nearly 400 million yuan ($65 million) between June 1998 and May 2013, when he was manager of the Baiyun Industrial and Agricultural Corporation. He is also suspected of taking bribes of 97.8 million yuan and HK$2.38 million.

Chen Wanshou, an accountant in a village in the Haidian district of Beijing illegally diverted 119 million yuan ($19.3 million) for his personal use.

年度回顾：今年以来，一些“芝麻粒儿大”的科级干部和村官成为各类贪腐大案的“主角”，动辄亿元、千万元的涉案金额令人瞠目，这种小官巨腐被网民称为“虎蝇”。

“小官巨贪”主要集中在农村征地拆迁、项目审批、截留挪用公款等领域。

1.2亿元现金、37公斤黄金、68套房产，这是科级干部秦皇岛市北戴河区供水总公司总经理马超群的“腐败清单”。

广州国营白云农工商联合公司原总经理张新华，被控涉嫌贪污2.84亿元、受贿近1亿元；北京海淀区西北旺镇皇后店村会计陈万寿挪用资金1.19亿元。
