国内英语资讯:Chinas system of socialist rule of law contains richer implications: law expert

BEIJING, Nov. 24 -- Law expert Mo Jihong with the Chinese Academy of Social Sciences explained the rich implications of "the system of socialist rule of law with Chinese characteristics."

Calls were made for the expression to be upheld and improved at the fourth plenary session of the 19th Communist Party of China (CPC) Central Committee.

The system of socialist rule of law with Chinese characteristics, unlike the Chinese socialist system of law, which more refers to a static system of laws and regulations, has five sub-systems, including a system of laws, a system of law enforcement oversight, as well as a system of Party rules and regulations, Mo said.

He also stressed the importance of implementing the Constitution and laws to better develop a system of socialist rule of law with Chinese characteristics.

The interpretation of the Constitution, as an exclusive right of the Standing Committee of the National People's Congress, still requires detailed procedures and mechanisms for implementation to improve and guarantee comprehensive compliance, according to Mo.

Mo said the CPC's key session will strengthen the effective implementation of the Constitution and laws by expanding the scope of public interest litigation and further enhancing supervision of the duties of administrative bodies and law enforcement authorities.

The key CPC session, which was held from Oct. 28 to 31 in Beijing, reviewed and adopted the CPC Central Committee's decision on several major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance.
