央行正探索“利率走廊”机制

China is exploring the creation of an interest rate corridor, Yi Gang, vice-governor of the People's Bank of China said on Sunday.

央行副行长易纲6日表示，中国正在探索建立“利率走廊”。

易纲对“利率走廊”（interest rate corridor）的定义为：中央银行通过提供一个存款和贷款的便利，主要是给商业银行提供这样的便利（the central bank introduces deposit and lending facilities to commercial banks），中央银行定存款和贷款的利率区间，通过这样一个利率区间调控和引导利率，这样一个机制就称之为“利率走廊”。

利率走廊的实施有利于稳定商业银行预期，避免预期利率飙升而出现囤积流动性（hoard liquidity）倾向，从而达到稳定利率作用。

另外，走廊不仅有助于降低中央银行的公开市场操作（open-market operations）、使用频率和幅度，降低操作成本，也有助于提高货币政策透明度。

易纲表示，我们国家目前还不能够完全实行真正意义上的利率走廊。因为中国现在的机制还必须要兼顾货币的数量目标和价格目标（take into account both the qualitative and quantitative targets of its monetary policy）。

易纲称，要逐步的做好央行控制短期利率（short interest rate）向中长期传导的机制。面对风险，易纲表示，要完善利率市场风险定价（risk pricing）的机制。
