高校“学匪”根源探究

近日，山西省纪委通报了对8家单位巡视中发现的问题，其中明确指出了高校“学匪”现象。

Special discipline inspection groups from Shanxi provincial Party committee in North China have recently pointed out that there have been violations in the selection of officials in Changzhi Medical College and the political ecology there has serious problems. Some college leaders are academic bandits rather than scholars.

山西省委专项巡视组近日通报，长治医学院违规提拔干部，政治生态问题严重。个别校领导名为学者，实为学匪。

在学匪（academic bandits）面前，我们不但见证了学术的式微，更看到了学者的堕落（degeneration of academics）。对社会和大学来说，更应该认真考量学匪出现的原因，以及我们离现代大学制度（a modern college system）的距离有多远。

当前的高校管理制度（current college management system）脱胎于传统体制，从某些方面来说，大学是政府的附属品（appendents to the authorities）和政策的延伸物，实行的是以行政权力（administrative power）为主导的管理模式。

更直接地说，大学自身发展的内在逻辑受阻，形成了有悖于学术性组织本质（against the nature of academic institutions）的行政化官僚体系（bureaucratic system），从而抑制了大学的学术创造活力（impede vitality of colleges in academic innovation），这无形中给学匪的产生制造了空隙（provide soil that breeds the academic bandits）。
