“事实孤儿”急需国家救助

China has around 580,000 "de facto orphans" and they are in urgent need of the country's assistance, China Youth Daily reported on Monday.

据《中国青年报》周一报道，中国约有58万“事实孤儿”，他们急需国家救助。

“事实孤儿”，即“事实无人抚养儿童”（de facto unattended children），可以用de facto orphans表示。de facto是一个拉丁语的表述，意思为“事实上”或者“执行上”，例如de facto relationship（事实上的关系，同居关系）。

2011年9月，民政部在下发的相关通知中，首次将“父母没有双亡，但家庭没有能力、或没有意愿抚育的儿童”（children with one or two parents alive but unwilling or unable to raise them ）界定为“事实孤儿”。可见，“事实孤儿”虽非孤儿，却具备孤儿的核心特质。他们没有父母的经济支持（ lost the economic support of their parents），是边缘人群（marginalized group）。

因为缺少父母的爱（lack of parental love），他们经常被同龄人嘲笑（ mocked by peers），同时他们中大部分人并不能享受农村医疗计划（rural medical care schemes）。一些社会团体呼吁：“事实孤儿”急需国家救助（ national assistance），以解决他们的困境（address their plight）。同时他们希望将“事实儿童”能纳入制度性救助体系（ bring these children under the nation's assistance program）。
