中国理财产品为何值得担忧

Wealth management products, or WMPs, might be the best thing that ever happened to Chinese savers. Sold by banks as a substitute for deposits, wealth management products are short-term investments that offer significantly higher returns than the famously anemic deposit rates mandated by China's central bank.

However, very little is known about how the banks invest these products and what we do know seems to be getting less and less.

There is no official data on the volume or composition of wealth management products issued by Chinese banks, but a Chengdu-based research outfit called Cnbenefit tries to keep track of where the money is going.

According to Cnbenefit the products are typically invested into one of half a dozen different asset categories: structured deposits, bonds and interbank loans, foreign currency debt, corporate bills, credit products, and 'other.' And according to Cnbenefit's most recent data, 'other' now accounts for more than half of all new wealth management products issued.

That could be a problem.

'Other' type products are typically a jumble of different types of asset classes a few interbank loans, a sprinkle of foreign exchange products, a dash of structured deposits that together defy easy categorization. But analysts and bankers say that the products are increasingly being filled with loans as banks look for a way to continue offering robust interest rates in an effort to stay on top in the cut-throat competition for customers.

With about 10 trillion yuan ($1.6 trillion) invested in wealth management products by the end of March according to Fitch Ratings, that could mean that the banks have lent out a lot more than anyone is aware of.

In May, 'other' products accounted for only 37.1% of newly issued wealth management products. In September that figure was up to 51.1%.

Despite efforts by the regulator to get banks to give more detail of what's going into a product, prospectuses are notoriously vague. (It's not unusual for a prospectus to promise that between 10% and 90% of funds raised will be invested in bonds.)

Part of the problem is that the banks manage the assets backing the products as a pool. To put it another way, the products aren't backed by specific assets, but rather have a claim over a much bigger group of assets. That way the banks can use the short-term funds raised from the sale of the products most wealth management products mature after only one to six months to fund longer-term assets that can deliver a higher interest rate.

Until recently, the most common type of products were those invested in interbank loans and bonds, which are relatively safe (no corporate bond in China has ever defaulted) and liquid. They accounted for 40.6% of new products issued in September, down from 46.13% in May, according to Cnbenefit.

But falling interest rates have made those products a lot less appealing. The central bank cut interest rates in early June and in early July. Moreover, since late June it has been aggressively pumping more and more cash into the banking system, driving down interbank lending rates. That's reduced the return banks can offer on funds invested in interbank loans and bonds which are linked to interbank rates.
