普京向习近平授予“圣安德烈”勋章

7月4日，国家主席习近平在莫斯科克里姆林宫同俄罗斯总统普京举行会谈。会谈后，普京向习近平授予俄罗斯国家最高勋章“圣安德烈”勋章。

Noting that China and Russia are good neighbors, friends and partners, Xi told Putin during talks at the Kremlin that the bilateral comprehensive strategic partnership of coordination is in the fundamental interests of the two countries and peoples, which boasts a strong vitality and huge development potential and will be able to withstand the test of international vicissitudes.

习近平指出，中俄两国是好邻居、好朋友、好伙伴。中俄全面战略协作伙伴关系符合两国和两国人民根本利益，具有强大生命力和巨大发展潜力，经得起国际风云变幻考验。

Putin presented Xi with the Order of St. Andrew the Apostle, one of Russia's highest honors, for his prominent work in strengthening friendship between the peoples of Russia and China.

普京向习近平授予俄罗斯国家最高勋章“圣安德烈”勋章，对习近平为增强中俄两国人民友谊做出的杰出贡献致意。

普京表示："我非常荣幸地将俄罗斯国家最高奖章“圣安德烈”勋章授予我们最伟大的朋友，授予中华人民共和国国家主席习近平。”

It is a great honor to present the highest order of the Russian Federation – the Order of St Andrew the Apostle – to our dear friend, President of the People’s Republic of China Xi Jinping.

习近平表示，我将珍藏这枚象征着中俄两国人民友谊的勋章，这不仅是给予我个人的荣誉，更体现了俄方对中俄关系的高度重视，以及俄罗斯人民对中国人民的友好感情，我们对中俄关系发展充满信心。

I will revere this order as evidence of China-Russia friendship. I see this not only as a personal honor but also as evidence of our Russian partners’ attention to the development of China-Russia relations and also as proof of the feeling of sincere friendship the Russian people have for the people of China. We feel confident about the development of China-Russia relations.

“圣安德烈”勋章什么来历？

“圣安德烈”勋章（the Order of St. Andrew the Apostle）是俄罗斯的最高勋章（the highest order of the Russian Federation），1698年由彼得一世设立，1917年，该勋章停用；1998年恢复使用，是俄罗斯最高荣誉的象征。

勋章主体为头顶王冠的黑色双头鹰（crowned black double-headed eagle），材质为银质和镀金质，表面涂有蓝色珐琅。

什么样的人能获得这个勋章？

1998年7月1日，俄罗斯恢复该勋章的使用，仍作为俄罗斯最高荣誉的象征，对于勋章的授予人，克里姆林宫官网有如下表述：

The Order of St Andrew the Apostle is awarded to prominent statesmen and public figures and representatives of science, culture, the arts and various industries for their exceptional services in promoting the prosperity, greatness and glory of Russia. The order can also be awarded to foreign heads of state for outstanding services to Russia.

圣安德烈勋章授予做出有助于俄罗斯繁荣、昌盛和荣誉的非凡功绩的杰出的国家和社会活动家以及科学、文化、艺术和各个领域的代表人物，以及为俄做出杰出功绩的外国首脑和政府领导人。

截至目前，只有三位外国元首荣获俄罗斯圣安德烈勋章，除了习近平主席之外，还有阿塞拜疆总统哈萨克斯坦总统。
