国务院常务会议确定推进质量认证体系建设的措施

国务院总理李克强9月6日主持召开国务院常务会议，部署在更大范围推进“证照分离”改革试点并再取消一批行政许可事项，使营商环境更加公平公正；确定推进质量认证体系建设的措施，加强事中事后监管提升中国制造品质。

The State Council, China's cabinet, said Wednesday that it will strengthen quality certification to help create a fair market environment and raise the quality of Chinese-made products.

国务院9月6日表示，要加强质量认证，营造公平的市场环境，提高中国制造品质。

质量认证（quality certification），也叫合格评定（conformity certification），是国际上通行的管理产品质量（product quality management）的有效方法。质量认证按认证的对象分为产品质量认证（product quality certification）和质量体系认证（quality system certification）两类；按认证的作用可分为安全认证（quality safety certification）和合格认证（conformity certification）。

会议认为，按照推进供给侧结构性改革（supply-side structural reform）的要求，推行和强化质量认证（promote and strengthen quality certification）这一市场经济基础性制度，有利于加强质量监管（improve qualitysupervision and management），营造公平竞争市场环境，促进中国制造提质升级、迈向中高端。

会议提出五项措施推进质量认证体系建设：

一要大力推广质量管理先进标准和方法，以航空、铁路、汽车、信息等产业为重点（China will improve its quality management system to suit the characteristics of different industries, focusing on the aviation, railway, automobile and information sectors），利用信息化、智能化手段，加快完善和提升适合行业特点的质量管理体系。

二要引导和强制相结合。对涉及安全、健康、环保等产品实施强制性认证（Compulsory certification will be required for products involving safety, heath and environmental protection.）。

三要探索创新质量标准管理方式（explore new ways of quality standard management），对新技术、新产品、新业态实施审慎监管。

四要强化监管，严格资质认定标准（strengthen supervison and set strict standards for quality certification），加快推动检验检测认证机构与政府部门脱钩，培育发展检验检测认证服务业。

五要深化质量认证国际合作互认（seek international cooperation for mutual recognition of quality certification），加快建设质量强国。
