车用乙醇汽油将在全国推广 2020年实现全覆盖

国家发展改革委、国家能源局等多个部门近日联合印发《关于扩大生物燃料乙醇生产和推广使用车用乙醇汽油的实施方案》，明确在全国范围内推广使用车用乙醇汽油，到2020年基本实现全覆盖。

China has for the first time set a targeted timeline to roll out the use of ethanol in gasoline nationwide for cars, part of its efforts to clean up pollution and optimize the country's energy mix.

我国首次设定了在全国范围内推广车辆使用乙醇汽油的时间表，这是我国清理污染、优化能源结构的部分举措。

According to a plan jointly released by 15 government departments, including the National Development and Reform Commission, the National Energy Administration and the Ministry of Finance on Wednesday, the country will implement use of ethanol-added gasoline by 2020, while targeting the large-scale production of cellulose ethanol and the world-leading position in advanced liquid biofuel technologies by 2025.

根据国家发展改革委、国家能源局、财政部等15部委13日联合印发的一份方案，到2020年，我国将实现在全国范围内使用乙醇汽油；到2025年，力争纤维素乙醇实现规模化生产、先进生物液体燃料技术达到国际领先水平。

乙醇汽油（ethanol-added gasoline）就是将燃料乙醇以一定比例添加到汽油中，这种汽油可有效减少汽车尾气中的碳排放（carbon emission）、细颗粒物排放（PM2.5 emission）以及其他有害物质的污染。

根据十五部委的联合《实施方案》，我国将全面推广E10乙醇汽油，也就是在汽油调合组分油中加入10%的变性燃料乙醇调合而成的环保汽油（gasoline with an ethanol content of 10 percent）。

方案还称，政府计划在我国东北地区建设乙醇产业基地（ethanol production base），但未透露更多细节。我国是世界第三大生物燃料乙醇生产国（the world's third-largest bioethanol producer），年使用量近260万吨。

我国生物燃料乙醇产业自2001年就开始发展了。截至目前，全国已经有11个省区试点推广乙醇汽油，乙醇汽油占全国年汽油消费总量（annual gasoline consumption）的1/5。
