大气污染防治

China will develop and implement a three-year plan to fight air pollution, with much focus on regions like the Beijing-Tianjin-Hebei region and its neighbouring areas, and the Yangtze River Delta. Efforts will be made to improve the region's industry, energy, transport and land use structures.

意见明确，编制实施打赢蓝天保卫战三年作战计划，以京津冀及周边、长三角等重点区域为主战场，调整优化产业结构、能源结构、运输结构、用地结构。

具体指标

By 2020, cities with low air quality standards should see their density of PM 2.5, a key indicator of air pollution, fall at least 18 percent from 2017 levels, while cities at prefecture level and above should see the number of good-air days reach over 80 percent annually.

到2020年，全国PM2.5未达标地级及以上城市浓度比2017年下降18%以上，地级及以上城市空气质量优良天数比率达到80%以上。

Emissions of sulfur dioxide and nitrogen oxides should drop at least 15 percent from 2017 levels, while chemical oxygen demand and emission of ammonia nitrogen should decrease by over 10 percent.

二氧化硫、氮氧化物排放量比2017年减少15%以上，化学需氧量、氨氮排放量减少10%以上。

水污染防治

For water quality improvement, the country will continue to implement the action plan on fighting water pollution as well as the systems of river and lake chiefs.

深入实施水污染防治行动计划，扎实推进河长制湖长制。

具体指标

China aims to see over 70 percent of its surface water to be drinkable by 2020, while the share of polluted surface water should be controlled within five percent. Meanwhile, about 70 percent of the country's offshore area water should be of good quality.

到2020年，全国地表水一至三类水体比例达到70%以上，劣五类水体比例控制在5%以内；近岸海域水质优良(一、二类)比例达到70%左右。

土壤污染防治

To address soil pollution, China will comprehensively implement the action plan with specific measures taken to control soil pollution and restore polluted soil, promote classified disposal of waste and enhance prevention and control of solid waste pollution.

全面实施土壤污染防治行动计划，具体措施集中在强化土壤污染管控和修复、加快推进垃圾分类处理、强化固体废物污染防治等领域。

By 2020, about 90 percent of the polluted farmland can be utilized safely while over 90 percent of the contaminated land will be able to be used safely.

到2020年，受污染耕地安全利用率达到90%左右，污染地块安全利用率达到90%以上。
