US companies should not do business with Huawei, the big Chinese telecommunications group, if they want to protect themselves and their country, says the chairman of the US House intelligence committee.
“I would find another vendor if you care about your intellectual property, if you care about your consumers’ privacy, and if you care about the national security of the United States of America, Mike Rogers said on a television programme due to be screened last night.
His comments on 60 Minutes come as his committee is set to release the findings today of a year-long investigation into security risks posed by Chinese telecoms equipment companies trying to break into the US market.
Judging from public comments made by Mr Rogers and other committee members, the results of that investigation into Huawei, the world’s biggest maker of telecoms equipment by revenue, and a smaller Chinese company ZTE, are likely to be scathing and to reinforce Washington’s resolve to keep them out of the US market.
The committee is concerned that if Huawei and ZTE control large parts of US telecoms infrastructure, then Beijing could more easily spy on the US government and plunder trade and technology secrets from US companies.
In response to the comments from Mr Rogers, a Republican from Michigan and a former FBI agent, Huawei said it was a “globally trusted and respected company that did business in almost 150 markets worldwide.
Huawei and ZTE have faced severe criticism in the US over the opacity of their shareholding and ownership structures. The companies both insist they are privately owned, with the bulk of their shares held by employees.
Huawei had sales revenue of Rmb102.7bn ($16.2bn) in the first half of this year, as it overtook Sweden’s Ericsson as the world’s largest telecoms equipment maker by sales.
About 70 per cent of Huawei’s revenues come from outside China and it has sizeable operations in many countries, including Britain, where it recently announced a plan to invest $2bn and roughly double its workforce to 1,500 in the next five years.
Huawei already has a small presence in the US, where it saw revenues of about $1.3bn last year, compared with $760m in 2010. But although it spent about $820,000 on political lobbying in the first half of this year – up from $200,000 in the same period in 2011 – Huawei has struggled to overcome suspicions that it is a front for China’s ruling Communist party and its powerful military.
In 2010, Huawei was forced to drop a joint bid with Bain Capital for 3Com, the US network equipment maker, after the Committee on Foreign Investment in the US raised objections. Last year, it was also forced to drop plans to buy assets from the IT start-up 3Leaf Systems.
Executives from Huawei and ZTE appeared before the House intelligence committee last month in what the Chinese government said was the first time Chinese companies had participated in a US congressional hearing.
Through translators, these executives denied their companies posed a security risk to the US. But committee members said later that their testimony was unconvincing.
Earlier this year, Australia’s federal government blocked Huawei from bidding on the country’s plan to build a new national broadband network because of similar security concerns.
