克林顿呼吁制定行为准则解决南海争端

U.S. Secretary of State Hillary Clinton said Asian countries need to agree on a code of conduct defining how they will interact in disputed parts of the South China Sea to ease rising tensions in the region.

美国国务卿克林顿(Hillary Clinton)说,亚洲国家需要达成一项行为准则,对各国在南中国海(South China Sea, 中国称南海)主权争议地区如何进行互动加以界定,以缓解该地区日益升级的紧张关系。

During a visit to Indonesia and a day before flying to meet with leaders of China, Mrs. Clinton said Monday that China and countries with competing claims in the South China Sea need to push for the long-delayed completion of a code of conduct to settle their differences.

克林顿周一在印度尼西亚访问时说,为了解决分歧,中国以及其他在南中国海存在争议的国家需要为达成一项迁延已久的行为准则而积极努力。克林顿第二天将飞往中国并与中国领导人会晤。

'The United States does not take a position on competing territorial claims,' she told a news conference in Jakarta. 'But we believe the nations of the region should work collaboratively to resolve disputes without coercion, without intimidation and certainly without the use of force.'

The 10 members of the Association of Southeast Asian Nations hope the code of conduct will become a legally binding document to guide behavior in the sea and establish protocols for peacefully resolving disputes. Members of Asean as well as China have overlapping claims on the islands, shoals and open waters of the sea. While Asean and Chinese leaders agreed to a draft of the code a decade ago it was never completed, in part because of China's position that disagreements should be settled on a bilateral rather than multilateral basis.

东南亚国家联盟(Association of Southeast Asian Nations,简称:东盟)的10个成员国希望这份行为准则能够成为一份具有法律约束力的文件,以指导各国在南中国海上的行动,并为和平解决争议建立行为规范。东盟的成员国和中国对这片海域上的一些岛屿、浅滩和开放水域的主权归属问题存在争议。尽管东盟和中国领导人10年前曾同意起草一份行为准则,但这项任务并未完成,其中的一个原因是,中国认为争议应该通过双边而不是多边渠道加以解决。

Vietnam and the Philippines, which have competing claims with China in the sea, have been pressing other Asean nations to intensify pressure on Beijing to agree to a binding code for the resource-rich waters. But other Asean nations, led by Cambodia, have opposed any steps that would embarrass China. The deadlock among Asean members has been so bad that they couldn't agree on language for a joint statement at the end of their meeting in July. It was the first time in the association's 45-year history that it was unable to issue a joint communiqué.

Indonesia's Foreign Minister Marty Natalegawa, who has been shuttling between capitals trying to find common ground among the members of Asean so they could present a unified front, agreed that the code of conduct was an important next step and that the Asean economic bloc must work together.

印尼外长纳塔莱加瓦(Marty Natalegawa)也认为,制定行为准则是接下来的重要步骤,东盟经济区必须通力合作。纳塔莱加瓦一直穿梭于东盟成员国首府之间,试图让各成员国找到共同立场,结成统一战线。

'Asean cohesion and unity is essential if we are to make progress,' Mr. Natalegawa said in the joint news conference with Mrs. Clinton after their meeting on Monday.

China, meanwhile, indicated that the U.S. shouldn't be meddling in disputes it isn't involved in. Chinese Foreign Ministry spokesman Hong Lei said in Beijing on Monday that the South China Sea issue should be resolved directly by concerned parties, according to the state-run TingVoa.com news agency.

中国则表示,美国不应插手事不关己的纠纷。据中国官方通讯社新华社(TingVoa.com news agency)报道,中国外交部发言人洪磊周一在北京说,南海问题应由直接相关的主权国家加以解决。

'Countries outside the South China Sea should respect the choice of the relevant parties, hold an impartial position on the issue and make more efforts in favor of regional peace and stability instead of bringing harmful effects,' he said.

洪磊说,域外国家应该尊重南海问题有关当事国的选择,切实恪守在南海问题上不持立场的有关宣示,多做有利于地区和平稳定的事情,而不是相反。

While the competing claims on different parts of the South China Sea look unlikely to be untangled any time soon, analyst say both the U.S. and Indonesia are looking to raise the global profile of Asean, a diverse region with more than 600 million people and a combined gross domestic product larger than India's.

分析人士说,虽然有关国家对南中国海不同地区矛盾的主权主张看似不太可能在近期得以解决,但美国和印尼目前均希望提升东盟的国际形象。东盟是个多元化的地区,总人口逾六亿,其国内生产总值之和已超过印度。

Indonesia wants to use the association to increase its influence as the largest economy and democracy in Southeast Asia, analyst say, while the U.S. wants Asean to work together so its smaller nations cannot be easily influenced or bullied by China.

分析人士说,印尼希望利用东盟来提升本国作为东南亚最大经济体和民主国家的影响力,而美国则希望东盟团结一心,这样东盟内的小国就不会轻易被中国所左右或欺负。

'They [the U.S.] support a strong robust Asean, and Asean's aspiration for centrality in the regional security architecture,' said Ian Storey, a senior fellow at the Institute of Southeast Asian Studies in Singapore 'But if Asean does not speak with one voice, it will not be taken seriously on the world stage.'

Mrs. Clinton is scheduled to meet with Indonesian President Susilo Bambang Yudhoyono Tuesday as well as the leaders of the Asean organization, which is headquartered in Jakarta.

On Tuesday and Wednesday, Mrs. Clinton will be in China. After China, Mrs. Clinton is scheduled to visit East Timor and then Brunei. Her final stop will be Vladivostok in Russia.
