欧盟盯上谷歌隐私政策

European Union regulators have demanded that Googlesubstantially change its controversial privacy policies or risk fines, a move that threatens to slow the US search company’s introduction of new products and advertising schemes in Europe.

欧盟(EU)监管机构要求谷歌(Google)大幅修订其存在争议的隐私政策,否则可能对它客以罚款。此举可能会延缓这家美国搜索引擎在欧洲推出新产品及广告模式的步伐。

European privacy watchdogs said a probe led by the French regulator CNIL showed that Google failed to provide users with adequate information about how their personal data were being used across the US group’s different platforms.

欧洲保护隐私的监管机构表示,这起由法国监管机构——国家信息自由委员会(CNIL)牵头的调查发现,对于谷歌内部不同平台之间如何分享用户的私人数据,这家美国集团未能向用户提供足够信息。

Isabelle Falque-Pierrotin, CNIL’s chairwoman, said that unless Google implements the recommended changes within three to four months, the dispute will “move on to another phase, which is a sanctions phase.

Google this year introduced sweeping changes to the terms and conditions governing how it can use data about its hundreds of millions of customers – enhancing its ability to profile consumers and deliver targeted advertising.

今年,谷歌对其用户条款做了广泛而全面的变更,这些条款关系到谷歌如何使用数亿名用户的数据,以增强对消费者需求的了解、进而提高投递精准广告的能力。

For instance, the privacy policy changes permit Google to use data from YouTube video viewing to inform advertising in Gmail. Among the first products to launch after the changes is Google Now, which pushes out information about sports results or heavy traffic which it believes is relevant based on a user’s past searches or location information.

例如,变更后的隐私政策允许谷歌使用用户观看YouTube视频的数据,来配置在Gmail中投放的广告。谷歌在条款变更之后推出的第一款产品是Google Now,它能够根据用户的搜索历史和所处位置,向用户推送体育赛事结果或者交通拥堵信息,而谷歌认为这些信息对用户有用。

Many internet companies, including Microsoftand Facebook, are also looking to utilise their customers’ data in new ways, making the move vital to retaining Google’s lead in online advertising. But regulators have bristled at Google’s changes.

包括微软(Microsoft)与Facebook在内的多家互联网企业也在寻求以新方式来更好地利用用户数据,因此谷歌此举对其保持在互联网广告领域的领先地位十分重要。但是谷歌变更条款已令多家监管机构感到不悦。
