希腊竭力避免50亿欧元债务违约

Greece is battling to raise funds to avoid defaulting on a €5bn debt repayment this week as international lenders remain deadlocked over how to reduce the size of its overall debt.

The country’s debt management office has announced plans to cover the full amount through a treasury bill auction tomorrow, but Greek banks expected to buy the issue can only raise about €3.5bn of collateral acceptable to the European Central Bank, according to two senior Athens bankers.

希腊债务管理办公室宣布了将于明日通过拍卖国库券全额偿还这笔债务的计划，但据两名希腊资深银行家透露，计划购买新国债的该国一些银行，只能筹得约35亿欧元欧洲央行(ECB)认可的抵押资产。

“The situation is quite tight, said one banker. “They will have to find the remainder in other ways.

The ECB has not given permission for Greece to maintain a temporary €17bn ceiling for T-bill issuance due to be reduced this month to €12bn, leaving the country without a financial safety net while it waits for a much-delayed €31.5bn aid payment from international lenders.

欧洲央行并未同意希腊维持170亿欧元的临时国债发行规模上限，按计划该上限本月应降至120亿欧元，这导致希腊在等待国际贷款人迟迟不能到位的315亿欧元援助款支付的过程中缺乏财政安全保障。

“It seems the recent efforts that Greece has made are not appreciated, said a senior commercial banker.

If the banks are unable to find €1.5bn in other forms of collateral, Greece may seek to use funds from a €3bn reserve for bank recapitalisation held by the Hellenic Financial Stability Fund, backed by international lenders. The ECB’s hardline position on Greek borrowing has intensified pressure on eurozone lenders to finalise an overhaul of Athens’ €174bn bailout today.

如果希腊的银行系统无法找到价值15亿欧元的其他形式抵押资产，该国可能会寻求使用由希腊金融稳定基金(Hellenic Financial Stability Fund)为银行资本重组而持有的30亿欧元储备资金，该基金得到国际贷款人的援助。欧洲央行在希腊借款问题上的强硬立场，增大了欧元区贷款人受到的压力，要求他们在今日敲定全面修订希腊1740亿欧元纾困计划。

Senior EU officials, however, said they remained doubtful that a deal could be struck at today’s meeting of finance ministers in Brussels, even though Greece was set to comply with conditions for the disbursement with parliament due to approve the 2013 budget last night.
