傅成玉：中石化盼与塔里斯曼能源扩大合作

China Petrochemical Corp.'s chairman said in an interview that the company plans to generate more production abroad with deals like the $1.5 billion partnership it struck this summer with Canada's Talisman Energy Inc.--including possibly other deals with Talisman.

中国石油化工集团公司(China Petrochemical Corp., 简称：中石化集团)董事长傅成玉在接受采访时表示，该公司计划通过今年夏天与加拿大的塔里斯曼能源(Talisman Energy Inc., TLM, TLM.T)达成的15亿美元合作等类似交易来扩大其在海外的产量。

The Chinese state-controlled company, known as Sinopec, in July agreed to acquire a 49% stake in U.K. North Sea assets owned by Talisman as part of a wider effort to boost production and earnings from abroad. Sinopec Chairman Fu Chengyu said the partnership with Talisman could be expanded in the future. He said he had dinner on Sunday with the Canadian company's chief executive.

作为扩大海外产能及提高海外业务收益的举措之一，中石化集团今年7月同意收购塔里斯曼能源旗下英国北海资产49%的股权。傅成玉表示，未来公司与塔里斯曼能源的合作可能进一步扩大。他说，周日他与塔里斯曼能源的首席执行长共进了晚餐。

'We had a very good discussion about in the future expanding our cooperation,' Mr. Fu said of the dinner in a rare interview in London. 'Currently we just have good will, we don't have specific areas,' he said, ruling out the possibility of an acquisition of Talisman by Sinopec.

Indeed, Mr. Fu insisted that Sinopec's expansion strategy doesn't contemplate takeovers of Western companies, but partnerships such as the one with Talisman instead. 'This is our long-term strategy,' he said.

傅成玉强调，中石化集团的扩张战略并非收购西方公司，而是与塔里斯曼能源这样的公司建立合作关系。他表示，这是公司的长期策略。

Mr. Fu's experience with foreign oil deals was shaped largely by the attempted takeover in 2005 of Unocal Corp. by Cnooc Ltd. (CEO, 0883.HK), of which he was chairman at the time. The deal ran into stiff opposition in the U.S., as politicians and others fretted about the possibility of putting important energy resources in Chinese hands. Cnooc was ultimately forced to withdraw the offer. At $18.5 billion, it would have been the largest takeover of a foreign company by a Chinese entity.

傅成玉在海外交易方面的经验主要来自2005年中国海洋石油有限公司(CNOOC Ltd.)收购加州联合石油公司(Unocal Corp.)的尝试，当时他还是中国海洋石油的董事长。这桩交易在美国遭到了强烈反对，因政客和其他人士担心这有可能导致重要的能源资源落入中国人之手。最终，中国海洋石油被迫放弃了该收购交易。

In his new role, Mr. Fu has dramatically altered his approach to sourcing energy resources abroad.

In striking such deals, it's important 'to make your local partners and their communities feel happy,' Mr. Fu said. He said his cautious approach reflects many Western governments' continued wariness of Chinese suitors for their companies. 'There's still a long way to go,' he said. The West needs more time, 'to understand how we do this, and why we do this,' he said.

傅成玉表示，在达成类似交易时，让当地合作伙伴和周围的团体感到愉悦是很重要的。他说，之所以采取这样的谨慎态度，是因为西方政府依然对来自中国的收购者心存警惕。他称，现在仍有很长一段路要走，西方社会需要更多的时间来理解中国企业进行海外扩张的方式及动机。
