墨西哥拟在能源业引入私人投资

Enrique Pe?a Nieto, Mexico’s new president, is pushing for constitutional reform as he attempts to open up the country’s state-run energy sector to private investment.

墨西哥新总统恩里克·佩纳·涅托(Enrique Pe?a Nieto)正在推动宪法改革。他试图让该国国营的能源行业对私营部门投资开放。

In his first interview with an international newspaper since taking office this month, Mr Pe?a Nieto told the Financial Times that he would not privatise Pemex, the state oil company. But he said that he was determined to use private investment in Mexico’s highly protected energy sector to boost wider development.

“If we wait until Pemex alone has a greater capacity [to extract oil and gas], I think we would be postponing what today represents a great opportunity for growth and greater development, he said.

One of the top 10 biggest oil producers with a monopoly over the country’s enviable deep-water resources, Pemex has struggled in the past eight years owing to a lack of investment and foreign technology.

Mexico’s economic growth is expected to reach up to 4 per cent this year as manufacturing exports and domestic demand surge. The stock market hit an all-time high this week.

Mr Pe?a Nieto said that the reform proposal could be sent to congress in the first half of 2013, and approved before the end of the year. “It is about giving space so that the private sector participates with the idea of strengthening the capacity of the Mexican state, he said.
