国务院印发《“十三五”脱贫攻坚规划》

国务院日前印发《“十三五”脱贫攻坚规划》。《规划》明确了“十三五”时期脱贫攻坚总体思路、基本目标、主要任务和保障措施，提出了打赢脱贫攻坚战的时间表和路线图，是未来五年各地区各部门推进脱贫攻坚工作的行动指南，也是制定相关扶贫专项规划的重要依据。

国务院日前印发《“十三五”脱贫攻坚规划》。

The plan maintains the nation's precision-poverty relief measures while implementing regional development strategies, with a focus on old revolutionary bases, as well as ethnic minority and border areas.

《规划》坚持精准帮扶与区域整体开发有机结合，以革命老区、民族地区、边疆地区为重点。

“脱贫攻坚”（poverty alleviation）是全面建成小康社会（building an all-round moderately prosperous society）最艰巨的任务，农村贫困人口则是最突出的短板（the weakest link）。

《规划》提出，到2020年，确保现行标准下建档立卡贫困人口实现脱贫，不愁吃、不愁穿，义务教育、基本医疗和住房安全有保障，12.8万个建档立卡贫困村有序摘帽，832个贫困县全部摘帽，解决好区域性整体贫困问题（to lift all of its poor out of poverty by 2020, ensuring people have enough to eat and wear, and that they have adequate education, health services and housing, those who live in the nation's 128,000 poor villages and 832 poor counties will be out of poverty and the regional issue of poverty will be taken care of）。

《规划》提出的脱贫手段还包括，精确瞄准、因地制宜、分类施策（taking precise, targeted and differentiated measures），以产业发展（developing competitive industries）、转移就业（finding jobs elsewhere）、易地搬迁（relocation）、教育扶贫（improving education）、健康扶贫（providing better healthcare）、生态保护扶贫（better ecological protection）、保障兜底（guaranteeing basic living standard for people unable to work）、社会扶贫等途径稳步提高贫困人口增收脱贫能力。
