中方正积极研究参与TPP智利会议

中国外交部发言人耿爽10日在例行记者会上表示，中方正在积极研究参与即将在智利举行的跨太平洋伙伴关系协定(TPP)成员国会议。

China should not be absent from talks on the Trans-Pacific Partnership this week, since its participation will not only add value to the trade deal but also facilitate domestic reforms and opening-up, experts said on Sunday.

专家表示，中国不应该缺席本周的跨太平洋伙伴关系协定会议，因为中国的加入不但会使该协定增值，还能促进国内的改革开放。

Foreign Ministry spokesman Geng Shuang said on Friday that China is considering attending the meetings, which will be held in Chile on Tuesday and Wednesday, after receiving an invitation from the Chilean government.

外交部发言人耿爽10日表示，中方正在积极研究参与即将于本周二和周三在智利举行的跨太平洋伙伴关系协定(TPP)成员国会议。

“跨太平洋伙伴关系协定”（Trans-Pacific Partnership Agreement，TPP），也被称作“经济北约”，是由新西兰、新加坡、智利和文莱四国发起，从2002年开始酝酿的一组多边关系的自由贸易协定（free trade pact），旨在促进亚太地区的贸易自由化（trade liberalization）。美国、澳大利亚、秘鲁、越南、日本等国在此后几年陆续加入。2017年1月，美国总统特朗普宣誓就职以后，宣布美国退出该协议。

“跨太平洋伙伴关系协定”（TPP）主题包括：零关税（zero tariff）、投资自由化（investment liberalization）、投资争端解决机制（investor-state dispute settlement mechanism）、成员国政府对国内企业法律法规的干预（intervention by member governments in domestic rules and regulations involving companies），以及国企和劳动标准等社会政策（social policies including State-owned enterprises and labor standards）。

中国与全球化智库上月发布的一份报告指出，上述这些因素能够帮助该协议成员国提升经济融合和效率水平（increase the level of economic integration and efficiency）。

国务院发展研究中心研究员张文魁表示，成为TPP成员能够将TPP和区域全面经济伙伴协定（Regional Comprehensive Economic Partnership，RCEP）结合起来，结束阻碍亚太地区经济融合的分裂状态（fragmentation）。
