我国将创建首个“社会信用体系示范区”

国家发改委批复同意长三角地区创建国家社会信用体系建设区域合作示范区，这是全国首个信用建设区域合作示范创建区。随着数据互认、联动奖惩的进一步推进，信用的好坏，将真正与个人生活、企业经营全面挂钩。

The first demonstration zone of social credit system in China, aimed to promote benefits of good credit, is planned for the Yangtze River Delta region, encompassing Shanghai municipality, Jiangsu, Anhui and Zhejiang provinces.

我国首个社会信用体系示范区将在长三角地区筹建，涵盖上海、江苏、安徽以及浙江等地区，旨在推广良好信用的益处。

The national pilot plan approved by the National Development and Reform Commission is expected to help nurture a sound business and social environment in the region and regulate individual behavior based on credit records.

由国家发改委批复的该国家级试点规划将帮助该地区建立一个良好的商业和社会氛围，以信用记录为基础规范个人行为。

《社会信用体系建设规划纲要（2016—2020年）》指出，社会信用体系（social credit system）是社会主义市场经济体制和社会治理体制的重要组成部分（an important component of the Socialist market economy system and the social governance system）。它以法律、法规、标准和契约为依据（founded on laws, regulations, standards and charters），以健全覆盖社会成员的信用记录和信用基础设施网络为基础（based on a complete network covering the credit records of members of society and credit infrastructure），以信用信息合规应用和信用服务体系为支撑（supported by the lawful application of credit information and a credit services system）的诚信意识和信用水平。

国家社会信用体系建设区域合作示范区（demonstration zone of social credit system）建立以后，苏浙沪皖的企业如果在食品药品（food and drug）、产品质量（product quality）、旅游环保（tourism and environmental protection）等领域发生失信行为（dishonest conducts），在整个长三角区域都将“寸步难行”。

未来长三角还将探索联合建立区域内重点领域失信黑名单制度（blacklisting system for dishonesty in key sectors），以行政监管性惩戒（administrative punishment）带动市场性惩戒（market-oriented punishment）、行业性惩戒（punishment within specific industry）和社会性惩戒（social punishment），加快形成“四位一体”的失信惩戒联防体系。

2016年的政府工作报告就提出要对失信企业建立黑名单制度。

“对违背市场竞争原则和侵害消费者权益的企业建立黑名单制度，让失信者寸步难行。

We will implement a blacklisting system for enterprises that violate market competition principles and infringe on the rights and interests of consumers, and make those who lose credibility pay the price.”
