中考不再一考定终身 成长记录作为免试条件

生活日报4月27日报道 记者 蒋波 一考定终身是中、高考一直被诟病的一个主要弊端。今年，济南市开始尝试把初中学生的成长记录与中考相结合，初中三年综合素质评价等级全优，且学科成绩量化赋分达到540分以上的学生，可经过初中学校推荐、高中学校审查测试同意后中考免试录取。
初中阶段学生的成长记录分考试信息和综合素质评价两大模块，其中考试信息模块由学生初中三年学科课程成绩和参加高中阶段学校招生考试成绩两个部分组成。综合素质评价模块的内容为学生道德品质与公民素养，心理素质及交流与合作，学习态度、能力与方法，运动与健康，审美与表现，综合实践活动、地方课程与学校课程学习等六个方面。考试信息采用量化赋分形式，综合素质评价采用等级评定的形式。
考试信息量化赋分由学生初中三年学科课程成绩和中考成绩两个部分组成，共计1000分。其中初中三年学科课程成绩占总分的60%，即600分(初一150分，初二200分，初三200分，理化生实验操作30分，英语口语20分)，中考成绩占40%，即400分。综合素质评价分等级评价和综合性评语两个部分，等级评价分优秀、良好、合格与不合格四个等级；综合性评语要在集体评议的基础上，每学期期末由班主任老师对学生的综合素质进行客观、公正的整体描述，尤其要突出学生的特点、特长和发展潜能。
成长记录中考试信息达到或超过600分(合格)且综合素质评价的六个方面均达到合格或合格以上等级的学生可以取得《义务教育证书》。中考报考第一批次招生学校的初中毕业生，其成长记录中综合素质评价六个方面必须全部为合格以上(含合格)等级。实行指标生制度的高中录取的指标生，其成长记录中综合素质评价六个方面必须达到良好以上(含良好)等级。初中三年综合素质评价等级全优且学科成绩量化赋分达到540分以上的学生，可经过初中学校推荐、高中学校审查测试同意后中考免试录取。
