Some people say that government should pay for the health care and education but other people say that it is not the governments responsibility. Discuss both views and give your own opinion.

政府收了纳税人的钱，应该为纳税人提供服务，对食品、安全、医疗、住房、教育、交通等关系到所有人生活的领域都负有责任。医疗和教育是每个人都需要的福利，政府在经济允许的情况下应该尽量满足，政府税收收入的主要部分应优先投入到医疗，保证每个国民健康，国家才有活力;投入到教育，提高人口素质，促进国家长期发展。
但当政府经费有限，提供的公共服务产品质量不足时，最好有私有的医疗和教育提供商来弥补这个不足。鉴于我们并没有把所有的收入都上交给政府，我们也不能要求政府完全满足我们的所有医疗和教育需求。
我觉得对医疗和教育，政府应该负基本责任，比如最低的医疗保险和义务教育，但多余的服务要求应该由私营机构来满足。
