Some people say that government should pay for the health care and education but other people say that it is not the governments responsibility. Discuss both views and give your own opinion.

我觉得对医疗和教育，政府应该负基本责任，比如最低的医疗保险和义务教育，但多余的服务要求应该由私营机构来满足。
