Urbanization ironically results in a number of problems ranging from housing crisis, traffic jam, and heavy populated slums to more intangible conflicts such as those between the haves and the have-nots, the white and the colored people, and pious religious people and the profane.
To oil the city life, a diverse array of approaches have been put forward, the most striking among which is that governments should encourage the city dwellers to move to small towns or cities. The motivations of those who advanced this suggestion are nothing wrong. But this proposal per se is not plausible. For one thing, it is impossible to know who should move. That is to say we do not have a reliable criterion against which governments may decide who should migrate and who should stay. For another, it is difficult to calculate how many should move.
Theoretically, the migration of a host of city dwellers seems to be able to release the heavy pressures. Nevertheless, it is totally ridiculous to carry out such a suggestion. The most conspicuous trouble involved in the suggested migration is many employees would find it hard to live in small cities while they have to work in the big cities. Imagine the distance between where they live and where they work! This naturally increases the traffic pressure and the consumption of fossil fuels.
To sum up, the solution to city problems is not in the suggested migration from metropolis to small cities. Governments should not encourage people to move. Instead, they should study other approaches.
