  A new law makes it legal to have dogs in the outdoor areas of restaurants in New York. Past health and safety laws made it illegal to bring dogs to any restaurants in New York. This was to prevent the spread of diseases. State lawmakers voted in May to let people bring dogs to restaurants that have tables outdoors. These areas are often called patios (露台). Not one lawmaker voted no. Late Monday night, Governor Andrew Cuomo signed the law. New York joins California, Florida and Maryland in the list of states with similar laws.

  In many European countries, bringing dogs to restaurants is common. Paris has allowed dogs to accompany their owners in restaurants for a long time.

  Several special rules are included in this law. The dogs must be on a leash (皮带). Dogs must not share water bowls. Also, restaurants can choose to let people bring dogs or not.

  But, not all New Yorkers are happy about this new law. Christopher Miller is the spokesman for the New York City Department of Health. He told the New York Daily News that letting dogs in restaurants could cause problems. “The Health Department loves all dogs, but just not at restaurants where they can create a risk to the health and safety of diners, restaurant workers and other dogs,” Miller said.

  New York City is often the source of new trends and attitudes in the US. A law forcing some restaurants in the city to show the amount of calories in the food they served passed in 2009. Former Mayor Michael Bloomberg tried unsuccessfully to stop the sale of large amounts of soft drinks in 2017. Cigarette smoking was made illegal in restaurants in 1993. Governor Cuomo believes that this new law will help businesses grow by attracting dog owners. He also said this law “strikes the right balance” between health laws and flexibility for businesses.

  Madam C.J. Walker was a millionaire (百万富翁) at a time when African-American women usually cleaned houses for low pay. Madam C.J. Walker was a woman who embodied (体现) the great American dream. But more importantly, she used her fortune and influence to try to make a difference in her community.

  Walker made her fortune by developing and creating hair-care products for African-American women. At that time, no one else was filling that demand. Walker took a very small idea, and turned it into a big company.

  Walker was the first child in her family born in 1867 in Louisiana. Her parents had been slaves, but gained their freedom in 1865. Sadly, Walker was orphaned at 7 years old. She got married at 14, but her husband died when she was 20. In 1888, she moved to St. Paul, Minnesota, where she worked as a poor washer woman and developed her drive to succeed.

  Surviving as a washer woman, she had to be good at marketing her skills, but then she took that to the next level, marketing her products. She traveled throughout the country after she married her third husband. She advertised for her products in the newspapers African-Americans read and had cards printed with her information on them. At a time without airplanes and telephones, she traveled across the country spreading the word of her company. She and her husband went to the Black churches in each town speaking with all the women. She used “before” and “after” pictures in ads, to show how well her products worked — something still done by her company and copied by others today.

  Walker gave women power at a time when women could not even vote in the U.S. Her factory manager and national sales manager were all women. So she had a much bigger vision than just selling hair products. It was empowering (赋予……权利) women. It was helping them to understand their role in the community as leaders.

  Walker died on May 25, 1919, leaving thousands of skilled women and lots of dollars to charitable organizations, educational institutions and political causes.

They like their babies activated when they are interacting(互动)with them, while moms are more likely to comfort and hug babies. Play and surprise are more common in dad-baby interaction than with moms, who often prefer soothing and regulating routine(安慰和秩序调整).

  Even the way a dad holds his baby — more commonly facing out than when a mom does, indicates that his job might be disparate from hers; more of a “let’s see what the world has for us today” than “I’ve got you safe and secure right here over my heart”. Safety and security are huge concerns for today’s parents. So, which approach is more likely to raise a secure child? Both — especially when combined together.

  Attachment theory has been around for half a century, and been found to be essentially useless in explaining what is going on between fathers and their children. Secure attachments between mothers and children seem most uniquely effective in providing comfort when children are upset and anxious, and children are often upset and anxious in their early months and years. While fathers are committed to comforting their upset and anxious children, there is a unique component (成分) to their interactions with their children.

  Fathers provide security using shared, controlled excitement through sensitive and sometimes challenging (‘You can do it!’) support as the child’s exploratory system gets excited by curiosity.

  That roughhousing(嬉闹) that is so common between men and their children serves a purpose; while it is fun to both players, it also helps the father teach the child where the edge between play and trouble lies (‘No fingernails!’). When the father lets the child wander off a little further than the mom might at the park, he’s allowing the child exploration and curiosity, retrieving(找回) the child when something appears to threaten the security of such adventure.

  That distinction is worth celebrating this Father’s Day. It’s why a dad is not just a substitute for a mom who so often bears the weight of being the “real parent”. Helping kids feel comforted when they’re upset and anxious is incredibly important to their sense of security, and so is the support they feel from being fathered when they start looking for the world beyond moms’ arms.
