英国议会辩论简介
议会的决定是如何形成的?议会两院是通过辩论这一手段形成决定的。下议院(House of Commons)和上议院院(House of Lords)每年都花费数百小时用于辩论(debate）。大量的辩论是关于法案的,其他的仅仅是允许议员和贵族发表意见。有些辩论涉及国内或国际重要事项,其他的涉及国家局部地区一些地方性重要事务。有时,议员或贵族个人可以就辩论的主题作出选择。
