问：专业技术人员职称英语考试的合格证书由哪个部门颁发？
答：国家级考试由国家人社部会同相关部委颁发，省级考试由省人社厅颁发。
合格标准：各语种、类别、级别考试成绩的全国通用标准均为60分（试卷满分为100分）；地区合格分数线有差异。
成绩有效期：在绝大多数省份成绩只要通过了国家合格线就终身有效；若仅通过了各省自己规定的合格线，成绩有效期从1年到终身有效都有，具体看各省的规定
