日前，北京市西城区率先公布了《关于推进义务教育重点领域综合改革的实施意见》。今后，该区将通过试行学区制、扩大优质教育资源规模、加大教育投入等措施缩小区域、校际差异，通过完善学校功能、加强师资队伍建设、健全教育评价导向机制等方式，逐步实现教育资源在优质基础上的均衡配置。
今年，西城区将以街道行政区划为基础，建设11个学区，实现学区内部硬件设施、人力资源、课程资源的共享。同时，西城区还将有序扩大教育集团规模，通过调整，使教育集团总数达到15个，涉及69所中小学。
