1.除已公布的各附小外，陶然亭小学/实验一小前门分校将成为北师大附中附小，北长街小学成为161中学附小;
2.现有15个教育集团都将实施教学水平完全统一的一体化办学，同时培养新的龙头校;
3.直升八中的椿树馆小学，已入育民小学教育集团的进步小学都将大量扩招。
4.成立学生活动管理中心，整合全区最优质资源服务所有中小学，全面提升素质教育;
5.今年重点为五路通等15所小学专门设计/开设特色精品素质教育课程，最迟2016年全区所有小学全覆盖;
6.新学年开学后，全市顶尖的素质教育师资将每周为至少32所小学一年级学生授课，长期不变。
